Is it possible to use method attributes to select which overload to run based on a configuration setting?
The only way to have a single binary that switches what method it calls at runtime without a performance overhead is by editing IL at runtime, which is possible (see projects like MonoMod) but quite hacky and overkill.

Celeste's Software
You mean Everest? I think it was/is Ahorn (the old map editor) which uses Julia? Or I might be wrong and Olympus (the launcher) also uses it. Everest itself has to integrate directly into Celeste and therefore uses C#. Either way, Everest uses MonoMod for the bulk of its modding capabilities.

Yes, it is possible, but you need to use a game framework not a game engine.

Which tools should I use to create my game ?
Some that I am aware of and that support at least Windows and Android are (Monogame)[https://www.monogame.net/], (Cocos2D)[https://www.cocos.com/en/cocos2d-x], (LÖVE)[https://love2d.org/]. But there are likely many more. Even more basic ones which are just another abstraction layer on top of SDL (like (Oxygine)[https://oxygine.org/]).
