Yea its an advance lighting toon shader I.E. https://github.com/ColinLeung-NiloCat/UnityURPToonLitShaderExample theres something similar for blender but I can't remember the author.

where is fake motion blur?
Try with cMotion Blur. It works also with Gamepad: Brimson Shaders
