Moo & Koenig Accelerated Cpp or in your situation starting from scratch possibly better C++ Primer. Any compiler. My one thing to alert to you to is that getting all the tools working together takes some patience once you start trying to use other people's libraries. To my knowledge the fastest way to get some graphics on the screen to get some graphical feedback is the drop-in header https://github.com/OneLoneCoder/videos/blob/master/olcConsoleGameEngine.h
- C in Windows: console really (REALLY) sucks! Doesn't even have basic 1980's capabilities: to display text menus by positioning text on screen, change sectional text colors, draw basic shapes/2D graphs circles/rectangles. Thinking maybe I could learn Win32-API and make my own 80's style basic GUI?!
