can I create shapes like this star inside unity or do I need to model them in blender? (I tried to create it with splines, the result wast great)
There's a ton of procedural spline mesh generators. https://github.com/methusalah/SplineMesh in particular is very good.

Hey Guys. I need help about the algorithm of a game like in the picture. I couldn't figure out how i can move an object on cannals or any line invisible. Can anybody just tell me about the algorithm kind 'you can just create a sphere with rolling movement and you can dig a hole and put it there'.
A keyword you may want to look into is Spline. A spline will help you define a curved line, which you should then be able to move the ball over. (If you don't want to code it yourself, maybe SplineMesh can help you out)

I made a procedural road
it's open source. you can pick it apart and use it as a starting point, adapting pieces of it to do what you need it to do. or you can just use a simpler bezier curve lib and add the dragging mechanics yourself. This lib seems to build road like meshes easily.

3D fixed camera platformer in the style of Mario 3d World that I'm working on
Lemme tell you, this camera system is a huge pain in the ass to work with. Basically the camera moves along a bezier path towards the nearest point to the player. It's always looking at the player, plus an offset. The camera position also has an offset on it, which is how you get certain angles. There are hidden triggers that switch to different paths when the perspective needs to change (behind the player vs beside the player, ect). There's also override zones and a few custom camera types. It's mostly automatic but annoying to make the path!

How to easily create a roller coaster
Though, this free asset from Sebastian Lague could get you started. It can move an object (in your case, the camera) at constant speed along a path. If you want the speed to vary along the path, someone will need to code that. I extended his script to increase/reduce the speed of the object depending on the slope of the curve. It worked fine for my purpose.

Updated Enemy Movement and more Generator Features
As I mentioned in my previous update, I've gone back and modified the movement script. This time, I'm using a preexisting asset and just modified a few parts. It's a little bloated (containing 3D features which I don't need), so I'll probably work on only including the implementations that I actually need.

I made this kerb in blender, but this turn is a bit elevated. the beginning is correct height but the end its off the ground, how to fix?
I would consider changing the approach altogether. If you use a spline tool (such as Curvy or Bézier Path Creator), you can then use the curve to procedurally create the model and have it conform to any surface.
