How should I learn C#?
3) Make your own separate simple project(s) applying what you're learning (maybe with a game theme) in a fun manner, and doing separate research or asking around (ex: C# discord server) to add in mechanics/features to your simple little console game. Like how to take input, convert it to int/string/parsing so the input must be correct, doing some calculations between your variables/arrays/etc to get an intended result. When I first learned arrays I made myself a little slot machine game over the course of a few days before resuming the brocode tutorials figuring out how to add music/sfx and stuff.

What are some good tutorials for making 2D games with C# in visual studio without a game engine?
I don't plan on using any game engines for awhile as my goal is to work on improving my C# knowledge, and so far i've made a little slot machine game in the windows console but I wish to move onto a new project.

Yes, it is possible, but you need to use a game framework not a game engine.

Which tools should I use to create my game ?
Some that I am aware of and that support at least Windows and Android are (Monogame)[https://www.monogame.net/], (Cocos2D)[https://www.cocos.com/en/cocos2d-x], (LÖVE)[https://love2d.org/]. But there are likely many more. Even more basic ones which are just another abstraction layer on top of SDL (like (Oxygine)[https://oxygine.org/]).
