I havent experience this so i think is a connection issue. But have you try to install KCCacheProxy? It can be preloaded from a cache dump. This will improve loading of assets on top of browser built-in cache. Here is a link with a guide and on top of that it can teach you how to install an EN patch too if you want it.

KC Cache Proxy can help you with excessivly long loading times for assets as they will be stored locally instead of getting redownloaded by the server.

Bypassing the block is easy; you can follow the steps listed to install KanColle Cache Proxy, which not only bypasses the block but also massively speeds up load times. Alternatively, you can use a VPN like many people used to. Both ways are compatible with the KC3 viewer, and I know people who use Electronic Observer with the cache proxy.

[Help] New player here, I'm having trouble where I keep getting catbombed after choosing a server.
I used the SoftEther VPN that the tutorial recommended, as long as i picked a fast and low populated server in japan i had no issues with it. But after you get the game running i highly suggest you get the KCCacheproxy that is mentioned in the tutorial (it took me about 5 min to install).

So basically you're the op but not really, and your girlfriend is the real beginner? Anyways, I'd say KC3 is definitely more user-friendly. Moreover, I don't think EO has a built-in IP block bypass option does it? Are you using a VPN to play? I'd recommend, alongside KC3, to download KCCP and set it up: it can bypass the IP block like KC3, but it also has some pretty neat features, like local permanent caching of the game assets for faster loading, as well as the ability to use asset mods like the English Patch, which for example translates the ship names in-game, and whole bunch of other stuff. Ironically, the english patch is a side product of the foreign IP block to the gadget server from February 2020 (which still is in place), which lead to a local proxy solution being a popular workaround to this issue, which in turn allowed for easy modification of ingame-assets, making such a project possible in the first place.

Windows Subsystem For Linux a.k.a. WSL 1.0.0 released
Yeah, You need Hyper-V to run basic Docker configuration on Windows, I just simplified this too much I guess.
The end result is that if you run Docker on Windows with Hyper-V alone it's using Window filesystem and then "translating" this for Docker therefore making the whole process of accessing the files incredibly slow.
I used to work with docker using Docker Kinematic (https://github.com/docker/kitematic) in the past, which basically was a Virtual box with Docker installed inside this VM, and since the VM was some kind of Linux, it worked reasonably well.
The same seems to be the case when using WSL2 - you run VM and Docker inside this VM, removing the file sync/translation part out of the equation, resulting in speed boots.
