Seems like your memory clock is being set to P2 state because of a CUDA workload. Download NvidiaProfileInspector, scroll down to the "Common" section and set CUDA - Force P2 State to Off and click "Apply Changes".

Download nvidia profile inspector from https://github.com/Orbmu2k/nvidiaProfileInspector and go to Watch Dogs Legion profile, scroll down to the bottom and look for key F00BA and F00BB and change their value from 1 (rebar on) to 0 (rebar off) and save the profile. Also try benchmark for both on and off to see if there is any performance improvement.

Let the card enter P0 state (performance state). Use NVIDIA Profile Inspector: https://github.com/Orbmu2k/nvidiaProfileInspector/releases Run it and set "CUDA Force P2 State" = Off, click Apply, then restart the computer.

Does extracting the driver and installing the driver manually through device manager not work? I don't think you'd get the Nvidia Control Panel/GeForece Experience that way but you could use Nvidia Profile Inspector for global/per game settings and OBS running in the background with replay buffer enabled for something like Shadowplay.

You may be able to force SSAA on in NV Profile inspector (the open source github version https://github.com/Orbmu2k/nvidiaProfileInspector : there is a pre-release version out if you want to try that too ) but don't count on it.
