Does this happen to anyone here with a gaming laptop?
These so called Game Profiles also change which options you can have in the nVidia Control Panel like your complaint and you can't touch them normally but except using tools like https://github.com/Orbmu2k/nvidiaProfileInspector which will allow to Tweak many hidden settings about your GPU Driver but this is also very powerful not to mess with if you don't know anything about so you better learn by watching Tutorials even before changing even 1 setting from there.

PSA: NVIDIA shader cache is causing startup crashes, disabling it fixes them
Alternatively, if you don't mind using 3rd party tools, you can use the NVIDIA Profile Inspector instead to disable it for this game only: select the Cyberpunk 2077 profile in the drop down menu at the top, scroll down to 5 - Common and set both Shadercache - Cachesize and Shadercache - Enabled to Off and click Apply changes in the top right corner. This way you can keep using the shader cache in other games for faster loading while we wait for an official fix for this one.

NVIDIA Profile Inspector guide
NVIDIA Profile Inspector is a tool allowing to modify game profiles inside NVIDIA driver database. It's like global or per-application settings in NVIDIA Control Panel, but with more settings available. It allows changing/applying some video settings even though they are not available in the game itself, such as: G-Sync, V-Sync, max pre-rendered frames, NVIDIA ultra low latency / reflex, anti aliasing, texture filtering, ambient occlusion and more. What exactly can be done depends on the game and used graphics API.

Created a list with supported games for Nvidia Resizable Bar (532.03), just FYI.
No problem! I’ve got it enabled because it should realize gains (haha), but some games do clash with it. For instance, I was experiencing a tremendous amount of slowdown in the cinematics in Control (Dx12 version), searched around, someone suggested disabling ReBar for just the application in Nvidia Profile Inspector and now it’s right as rain. Good luck!

In the Nvidia control panel, set G-Sync to Fullscreen only. Then, download Nvidia Profile Inspector and run it. If you have a particular game or program that requires Windowed mode G-Sync support, search for the name in the top left field to find the profile for it (if it doesn't exist, create one and add the program's exe using the buttons at the top), then in the section labeled Sync and Refresh find the setting called "GSYNC - Application Mode" and set it to Fullscreen and Windowed. Click apply in the top right corner. Now you will avoid issues with programs like Terminal as OP said above, and you will still benefit from Windowed G-Sync in the game/program that requires it.

If you are to game at 720p on a bigger resolution monitor, do you run it Fullscreen(= blurry but full-sized screen) or Windowed(= sharp but small screen)?
depending on the game, fsr(or dlss if you have the option) may be available in options to help you out, otherwise you could give a free option a go, such as Magpie

For games that won't go full screen, at least we have Magpie as a last resort. The experience won't be as seamless though...

Downscaling resolution to 1080p is blurry
Another thing you can try is playing the game in a borderless window at a lower resolution and using Magpie to upscale it to fullscreen. Magpie offers a variety of upscaling options that can produce a less blurry image than the bilinear interpolation that is typically done when upscaling by the GPU or display.

Live Upscale Videos On PC/Steam Deck
Configure VLC to play the video in an extra window with the same resolution as the video source and upscale the window to fit the screen. On Windows 10 the FSR upscaling can be achieved with Magpie. On the Steam Deck the system built-in FSR/CAS combination is used.

Something else that may also be of interest is Magpie. It's a tool to upscale windowed content into fullscreen with a variety of upscaling methods available.

also using enabled antialiasing in game settings (or even globally set in video driver) consume much less resources then rendering full size bigger resolution image for reducing aliasing. there are also such tools like Magpie (https://github.com/Blinue/Magpie/blob/main/README_EN.md) or Lossless Scaling tool from Steam. they enable FSR supersampling to any game on any GPU.

Bought the game and played last night…. Absolutely incredible……
To everything that the community has said, I also want to add that No Man's Sky has FSR tech (the game runs at a lower resolution and it's upscaled). You can use Magpie or even better, Losless Scaling to create a similar effect in SC and win some extra frames :)
