Twine, a tool for telling interactive, nonlinear stories

  • I mean, text-based are Quest and Twine, but you'd have to ask in their forums and reddits if you can put fancy minigames in. You could look into Game Maker which is a 2D engine. You could try any of the RPG Makers, which come with a pretty big collection of graphics and also have communities that make and share even more (graphics, audio, scripts, etc). Other engines I know (but never even touched, so I have no idea if they are a good choice) would be Construct, Godot, Cocos, and Löve.

LÖVE is an awesome 2D game framework for Lua.
