Reminder: Libgen is also hosted on the IPFS network here, which is decentralized and therefore much harder to take down
If you have heard of ZeroNet that’s also how it works. And it’s about as old as Bitcoin but beautiful - but has yucky JavaScript code for browser reasons. (I’m sure the code is fine quality, I just dislike JavaScript)

IPFS, Freenet and Zeronet come to mind. But to be honest I don't think any of these are suitable to build a viable alternative to youtube right now, at least not for the vast majority of users.
