There is also Retroshare which is a "friend-only network" so you only connect to nodes of people you implicitly trust e.g. your friends (instead of everyone in the world like with e.g. Bittorrent). It is also encypted in-transit but I am not sure if it is encrypted on-rest.
I have an anonymous online friend. How can we ensure that even if we lose access to our current chat platform we will be able to find each other, while still maintaining our anonymity?

I'm not aiming for precision with this answer, but RetroShare comes to mind.
What is RetroShare? It's a communications and file sharing software (and protocol) similar to DC++, Bittorrent with peering based on public key cryptography. On top of the network and security stack, services such as IRC and MSN-like messaging is available. A message board for sharing posts and subscribing to "channels" used a rating system by votes (IIRC).
Today I'd describe it as similar to Keybase or Matrix, but peer to peer, instead of federated or centralised. It was much a developer-and cypherpunk-community.
Several years ago I spent a lot of time in the network because the social aspects were interesting. Reputation management went deep. Not accepting someone's public key (blocking) would render their data useless so you don't had to engage with it.
This got longer than I expected, but I felt nostalgic.

Clarion learns lessons from other projects, including RetroShare, Hive (previously SteemIt ), and Voice. RetroShare is far closer to the desired level of decentralization, but has a clunky interface that isn't viable on mobile. Meanwhile, blockchain based networks are "logically centralized" and require all full nodes to process all transactions. This is not suitable for home users at scale and creates dependencies on a small number of web portals.
