I don't know what Godot developers believe but the engine itself is licensed under the MIT License, which does not require that derivatives be open source. Maybe this was a strategic decision given that there are already many popular game engines, and Godot doesn't really do anything unique as far as I know, at least not anything enough to get developers to give up publishing on official console game stores.
I'm in the same boat. Only thing I've found so far that's even remotely close is Flax Engine.
Through the magic of not being open source, there's about no way in hell DLSS is getting (officially) included into Godot. Now, Godot apparently supports FSR 1.0, but FSR 1.0 is kinda garbage; and Godot will eventually probably add support for FSR 2.0, but FSR 2.0 still doesn't quite match DLSS in terms of performance.
