I’ve never written a single line of code, I have no idea how anything works. What is the first step towards making my own ps2 game?
There is also a (relatively) easier method: tyra. Tyra is an engine: it does the hard work talking to the hardware for you. You can follow the various tutorials (if I remember well, they are in C++ language, that is quite similar to C, but I suggesto to read something about it anyway) and maybe in a few hours you will have something running on the Playstation2.

Will .bin and .cue files play in a modded PS2? (HDD, FMCB, OPL Manager)
OP, it's best to just leave the files as .bin and .cue and when copying the games over to HDD use HDL Batch Installer. This fine tool will automatically recognize those files as CD based PS2 games and will install them accordingly on the HDD so that they are playable over OPL.

OpenPS2Loader not loading games from internal HDD .-...
Don't use WinHIIP, it's outdated. Use HDL Batch Installer instead. But, replace the bundled HDL.EXE with this one: https://github.com/ps2homebrew/hdl-dump/releases/tag/v47 (Extract, rename hdl_dump.exe to HDL.EXE then overwrite the ones bundled with HDLBI).
