Anyone else think it would be cool to have a type of kodi all-in-one launcher that can install and play games from anywhere?
Have a look at pegasus-fe. Works on most OS (windows, macOS, linux, android etc.). It won't download games, but presents them in a very nice and efficient way. It also has many themes. Lastly, you can also launch programs, not only games !

Is using unity to create an emulation front end a good idea?
I'm looking to create an emulation front-end (like Launchbox, Playnite, and Pegasus) using neo4j to store relationships between items (games, platforms, developers ect.). I've built myself a starting point in Java using JavaFX, but after trying to display items I'm starting to experience the limitations of that. I'm wondering if it might be a good idea for me to switch over to Unity at this point in development, before the application gets too big.

The ROM dump's been done but people seem to be stuck on the RLE encoding. It's hard to say what kind of wizardry is needed in this case.

Synth Emulation in MAME (Arcade Machine Emulator). A New Trend?
There's a good start at it in the tree ( https://github.com/mamedev/mame/blob/master/src/mame/yamaha/... ) but it's missing the sound generation which is kind of the important part :-)

Compiling BGFX (dev question)
The GitHub Actions workflow bgfxshaders.yml will rebuild the shaders and then zip them up as an artefact. If you push your shader changes to GitHub and let the workflow run, you can grab the rebuilt shades from there.

Is cross-compiling MAME from Ubuntu 18 WSL for 32-bit Windows binary a fools errand?
Note that the process of getting the MSYS64/MinGW build environment set up is simple enough that we have automated CI builds for it on GitHub Actions without needing any custom actions of our own.
