You could have a look at CEGUI or MyGUI. I haven't used either, but as far as I remember both of them implement multiple rendering backends and are/were used in some more or less notable projects.

Best engine/tools to make games that are purely UI?
Openmw uses http://mygui.info for their UI. I remember using it with SDL years ago. Honestly though, c++ isn't worth the hassle in my own opinion.

Using byte array for window?
Talking about a window display from byte array sounds like windowing for a purely text based (console based) user interface, like the 1990's Borland's old Turbo Vision. There are modern ports of Turbo Vision, e.g. superquick googling found one at GitHub.
