    We had Windows users in the past where some GitHub domains were overridden in the hosts file, maybe check that. Also check if you can access and in your browser. If it works, it means something is interfering with CKAN specifically, if not, you know that it is blocked system-wide.

    Which version are you missing? CKAN has v6.99.0, which does appear do be the latest one according to the forum thread as far as I can see.

    Yes it is marked as compatible with KSP 1.10.1 in CKAN, and no, getting it manually is not the right way for RSS/RO/RP-1.

    Yes and no. The way CKAN works is that there are tens of thousands of metadata files, one for each mod release. It contains all the necessary data CKAN needs to know about the mod, like installation instructions, dependencies, compatibility, version number...
