my first playthrough ever. what mods should I consider?
The mod manager of choice for many people is CKAN. Almost every mod you'd want is on there either officially or compiled by someone else. Allows for installing and updating mods, filtering by game version and so on. Also lets you launch KSP straight from the client (which is why my Steam hours count is a couple thousand below where it should be!).

Note: CKAN (Comprehensive Kerbal Archive Network) should handle dependencies for you. They can provide a much better experience when working with mods. Their user guide is here.

Ah, the transaction timeout problem. Installations fail if they take more than 10 minutes. That's a known and fixed problem, but not released yet.

I also recommend to install mods with CKAN, if you aren't already. Makes the process much easier.

Steam Tinker Launch author here. You should read the Steam Tinker Launch SpecialK wiki (assuming you didn't as you didn't provide any detailed information and would have seen that vcrun2019 is installed automatically anyway)

Download Steamtinkerlaunch. Go to the bottom of the page and download 'Source code . zip'.

In case you missed it, there are also the Steam-Category functions, which also read user configs. So if you add all variables f.e. in ~/.config/steamtinkerlaunch/categories/PrimeRun.conf you can simply drag a game into the corresponding Steam Category (needs to be created manually before) and steamtinkerlaunch autoloads them on the next game start.

Is there any way to automatically default to the latest Proton version?
steamtinkerlaunch has that option. When enabled (globally or per game) a new Proton GE version is automatically downloaded when available and autobumped for the launched game.
