Are there ways to modify the look of Space Cadet Pinball, the one that used to come with windows?
I guess you might try using magpie(https://github.com/7Brandyn7/Magpie) or lossless scaling(https://store.steampowered.com/app/993090/Lossless\_Scaling/) to make game window bigger.

4k 120hz modded skyrim
Realistically, if you're going to want to play at 4k 120hz without reducing many/any settings or mods, you'll have to use something like Magpie. Magpie uses AMD's FidelityFX Super Resolution which lets you render the game at a lower resolution and then upscales it using FSR technology to a higher resolution. I've tried it myself and it actually works really well and looks pretty good.

Does running 1080p on a 1440p monitor look bad?
You could upscale 1080p to 1440p with FSR if the game supports it. If not, Magpie might work.
