For GameMaker 8 there was Enigma but if you are looking for something similar to the new GameMaker, Godot is the more alike
Enigma is made up of several smaller projects (LateralGM, JoshEdit, RadialGM, etc.). Looking through these projects, they are also GPL licensed and may not have the same 'exemption'. RadialGM for example (Enigma's C++ IDE) is written utilizing Qt for the GUI. Qt is GPL/LGPL/commercially licensed (depending on which modules you use and how you want to use them). It is possible to use the LGPL version commercially but the app stores don't allow for dynamic linking of libraries and I've seen countless forum threads arguing about the legalities. As an indie dev I would tell anyone to stay away from commercial projects tied to Qt. I reached out to them about commercial licensing for an engine I was working on and they did't even bother to email me back. No thanks.
