I can't create a webcam by v4l2loopback
There a temporal workaround but it's quite old and honestly I don't know if it still works on modern systems. It's basically to use this plugin https://github.com/CatxFish/obs-v4l2sink If you manage to install it it should give you the ability to choose what of your loopback devices should be the virtual cam. Good Luck!

Show HN: Blur Webcam Background on Linux
well the easiest way I can think of is just using the OBS virtual camera thing (Unsure if they released it officially on Linux, but there is a plugin for that [1]).
Use chroma key to remove the background and add a video there, possibly on a loop.

In case the built-in filters are not sufficient or unavailable, the workaround would be to install OBS. In OBS, set up your webcam as a source, and set up a view that has all the effects that you want. Then set up a virtual webcam: if you're using Windows, using OBS Virtualcam; if you're on a Mac, using the "Start Virtual Camera" button built into OBS; and if you're on Linux, using the v4l2loopback kernel module and the obs-v4l2sink plugin. You can then configure Zoom to use this virtual webcam, which has all the extra effects that you configured.

What could I do instead of StreamFX?
StreamFX is not paywalled off, they had an issue with non-GPL code in the repo with the GPL-licensed code. They just updated the Wiki with build instructions. I have to get this built today, it's messing everything up not to have StreamFX in OBS 29. https://github.com/Xaymar/obs-StreamFX/wiki/Building

OBS refuses to recognise that StreamFX exists
I downloaded the newest beta of StreamFX for OBS, installed it exactly as they said on my Windows 10 machine, and OBS refuses to recognize the plugin when I open it. No additional filters, no StreamFX tab in the top toolbar, nothing. I've tried downloading for all users and just me. I've tried manually moving the installed plugin from /ProgramData/ to /Program Files(x86). OBS just does not acknowledge that any plugin is present. Using OBS 29.0 and the beta that's supposed to run on 29.0.

Why doesn't Shadowplay support NVENC HEVC/H265 for local recording?
If you're technically adept enough to know what NVENC and HEVC are, then it's not too difficult to understand and setup OBS with StreamFX and follow the guide.
