Do you know any Onset Detection methods?
There are also online & offline onset detection approaches available as part of the Python madmom library https://github.com/CPJKU/madmom as binaries and Python classes. The methods included in madmom have shown state of the art results in multiple Music Information Retrieval Evaluation eXchange (MIREX) campaigns in recent years. Hope that's useful to you.

Extracting ass subs from mkv file with the styling included?
I generally use mkvmerge. And for copying over subtitles to a new file, I would recommend using the tool sushi first. It analyzes the audio tracks and adjusts the subtitle timings as necessary to make sure they properly sync (File A might start a few seconds earlier than File B, etc. )
