That is what I have simulated with the addition of some external threats like flooding (which does something similar to what you suggested). The threat reaches those who stuck at lower local maxima leaving the resources for those who reached the higher maxima which now they can replicate more. Eventually, they'll all reach the Global Maxima. I made the simulation code open source: https://github.com/hunar4321/Reaching-global-maximum/
