What's the best way to play Persona 2 (both games) on pc? and in what order?
The only official releases of the games were on PS1 and PSP (along with some re-releases on PS3 and Vita), so the only way to play on PC would be by emulating. I'd recommend the PSP versions since they have the most content (use PPSSPP to emulate, and you'll also need the fan-translation patch for P2:EP).

how can i play the classic persona games w/o a playstation?
You can find their ISOs around the internet, I personally use Vimm's Lair. For P1, I personally recommend applying the PS1 music patch. The PSP music is very different from the original, and imo the original music is better and more fitting for the game. For P2 Innocent Sin, you can just use the original ISO file. For P2 Eternal Punishment, you need to install the translation patch since the remaster was not officially released in English.

What is the best way to play P2?
Play them both with the PSP versions on the PPSSPP emulator. EP will need an English translation patch. Some will argue to play the PS1 version for IS instead though if you want a higher difficulty, but you won't be able to transfer your save file to EP.

Help on acquiring P1 and the P2’s.
Download the P2EP translation, and if you want the P1 PS1 music patch. The EP patch has instructions for installation within its files (it's super easy), and for the P1 music patch you need to use an xdelta installer. Don't worry about the music in P2, both games have an in-game option to switch to the original soundtracks.

Weird black boxes for font in system menu for PPSSPP core. I already put all bios/font/lang files in the right spot. Before it was all just blank. Standalone does not do this.
Update: this appears to have been something that broke upstream but only affects libretro. I made a ticket with them and you can follow its progress here: https://github.com/hrydgard/ppsspp/issues/18483

Will there ever be a Steam release for WOTL?
You can play WoTL using RetroArch via the PSP emulator PPSSPP, or you can just download PPSSPP directly.
