Weird black boxes for font in system menu for PPSSPP core. I already put all bios/font/lang files in the right spot. Before it was all just blank. Standalone does not do this.
Update: this appears to have been something that broke upstream but only affects libretro. I made a ticket with them and you can follow its progress here: https://github.com/hrydgard/ppsspp/issues/18483

Will there ever be a Steam release for WOTL?
You can play WoTL using RetroArch via the PSP emulator PPSSPP, or you can just download PPSSPP directly.

I absolutely love Lumines II for PSP. Can RG353m play it?
Here is a list of games with level of playability. Your game is not listed but it might give you some indication on other games and tweaking settings. However this list says the first one runs well on rg351 which is a weaker device so I'd would tend to think you're clear :)

Frameskip
An alternative is to download game setting files from https://github.com/jserodio/rg351p-ppsspp-settings/ You would put the .ini files in psp/ppsspp/PSP/SYSTEM/ on the second SD card (you may want to make a backup of that folder first). This doesn't cover every game but, for those it does, it will provide the best available performance. This is what we do.

What systems run at full speed?
Lately I've been using mine for PSP games and got quite a few games to run either at full speed or with the framerate locked at 30FPS, here's a list of a few compatible games: https://github.com/jserodio/rg351p-ppsspp-settings/wiki

there's a github page that has a decent compatibility list for psp games that run on the 351 series and some of the setting you'll want to use for certain games
