The only official releases of the games were on PS1 and PSP (along with some re-releases on PS3 and Vita), so the only way to play on PC would be by emulating. I'd recommend the PSP versions since they have the most content (use PPSSPP to emulate, and you'll also need the fan-translation patch for P2:EP).
