Mergin Maps is an option, I use it on a cellular iPad and find it good.

Try using MerginMaps for field data collection. It uses geopackages if you use their hosted service or you can set up your own and run from a PostGIS database.

Need an offline solution for GPS tracking on my map.
I suggest using Mergin Maps (https://merginmaps.com/ https://apps.apple.com/us/app/input/id1478603559) It is completely based on QGIS. Using the QGIS plugin, you can package all your layers for offline use. The benefit of Mergin Maps is that you get exactly what you see in QGIS and you can use it to collect data with other colleagues on the same project, even when offline.

Max zoom levels?
Yes, I'm using the Flutter MapBox GL project (that uses the native implementation, which is mostly written in C++). I'm using vector tiles, and it's getting down to 1.35cm/pixel for iOS and .12cm/pixel for Android at my latitude; I believe this is level 22 for iOS and 25.5 for Android.

Maps Offline?
But vector tiles is indeed the way to go, but it's also much more complicated. Everyone that has worked on Maps so far has done it either as a SoC / Outreachy student or on weekends and evenings. Look at https://github.com/mapbox/mapbox-gl-native if you want to get a feel for the complexity of a client side implementation of rendering vector tiles.
