Playing HDR10+ on non compatible display ?
I'd assume that the HDR10 fallback would have the same info as HDR10+ in that case, but I don't know much about the s20+ or how it encodes videos, so that could be wrong. There are some free tools you can use to read the metadata, including MediaInfo.NET, you can also view most of it in VLC as well.

How to play video from realtime frames via WPF?
Alternatively, maybe you can capture webcam with FFMpeg and use FFMediaElement. It's a big dependency though.
