FoundryVTT-Sequencer VS animated-spell-effects

This can definitely be done with Sequencer but it isn't necessarily going to be the easiest thing in the world. Automated Animations might also help, but I haven't used it in a while.

FoundryVTT-Sequencer - Sequencer is a powerful module that lets you play visual effects in your scenes, attaching them to tokens or other elements, animating them, quickly and easily removing them, play sounds for all or specific players, run macros one after another in a controlled way, and so much more.

I don't use it myself so I can't say for certain, but I believe this should be possible with the Sequencer Module.

However the module "Sequencer" supports a function (via macros you'll need to create) that allow for playing a file at a particular starting point. See the documentation here.

That said, the special effects functionality of FXMaster is not being developed any further actively and might actually be removed in a future release. This is because there now is a module that does it quite a bit better: https://github.com/fantasycalendar/FoundryVTT-Sequencer, so you might want to take a look at that (JB2A also integrates with it, e.g.). FXMaster will instead focus on particle effects (the weather effects) and filter effects.
