Once you're comfortable with VFX Graph basics, take a look at this: https://github.com/keijiro/LaspVfx lets you make audio reactive visual effects. Then there's this loopback package that lets you pipe your game's audio output into it.. Their powers combined will likely do a lot of the heavy lifting for your idea!
