I've just discovered https://github.com/Codectory/AutoActions which detects when a user-defined process starts and can toggle HDR on, then back off again when it exits. I've gone through the list at https://www.pcgamingwiki.com/wiki/List_of_games_that_support_high_dynamic_range_display_(HDR)) to add entries for all the HDR-capable titles that I have installed.

You also only really need the video to push the browser to do things in HDR. You can’t express a CSS colour way outside the normal range, but blending calculations are not clamped so can be used to get the colour. https://github.com/kiding/wanna-see-a-whiter-white was posted here a while ago and demonstrated the technique.
That said, displays can technically go beyond the maximum (after all, it already does for HDR contents). It's "possible" in the sense people can do it. https://github.com/niklasr22/BrightIntosh
