A quick guide to using mamba-forge for python virtual environment management
It seems like you're confusing/conflating mamba and the conda-forge package repository. conda-forge is IMO the more important thing to recommend---mamba AFAIK just provides better speed/QOL.

Steam Deck for portable Web/App development
If you need other developer toolchain components, the mambaforge distribution of conda-forge will allow you to manage a bunch of virtual environments in user space that are less isolated than a docker container or a full VM

New deck Must-Dos for the technically adept?
Set up a userspace package manager. I'm a data scientist, so I started with conda-forge (using the mambaforge distribution), but distrobox and pacman -r are also viable.

Has anyone installed Cmake on the Steamdeck?
Depending on how many libraries you need, you might be able to cobble together a working C toolchain using conda-forge (mamba package manager highly recommended).
-
will the deck be worth for me? (feedback)
I personally preordered the Deck the second I heard that someone was making a handheld x86 GNU/Linux[2] computer. The gaming capabilities were absolutely secondary. And I have not been disappointed. Via an absolutely obscene number of peripherals[3] and a userspace-only development stack built mainly on mambaforge, I've managed to code, build and test packages in Python, Java and C; edit and render videos (including my own boot ani via Avidemux and Kdenlive; and do 3D modeling, texturing and printing using Blockbench/Blender, GIMP and Cura, respectively. I've actually gone out of my way to try to find things the Deck can't do (or could only do by modifying the read-only file system) and been stumped every time.[4]
