    Look into different server software. Vanilla will start lagging when there are more than 10 players at a time. Use Airplane or Purpur in this case. Figure out what plugins you want and learn how to install and configure plugins

    For the server version, there are tons. You've got PaperMC, Tuinity (will be upstreamed to paper soon), Purpur and a lot more forks of a fork of a fork. I personally use Purpur because they're better optimized and faster than Paper. You can read more about them on their respective links.

    And for even better performance, you can switch to a more optimized server software like Purpur (https://purpur.pl3x.net). However, I assume that you intentionally don’t use them already. If this isn’t the case though, I’d recommend that you give them a try!

    2.0ghz isn't a lot for minecraft servers. did you allocate more cores to your server? or used something like airplane? it's still in beta but it does it job, you could also use purpur and allocate more cores yourself doing this

    You need spigot to install plugins - Use Purpur for your server (it is a heavily optimized and customizable version of Spigot and is a drop-in replacement) In the purpur.yml config you can enable sleeping-players-percent to allow night skipping when x% of players are sleeping. Economy: EssentialsX and Vault are the most common and easy to use Not sure what you mean by tp ruins, but Telecraftallows players to craft teleporters - you can also just use essentialsx /warp command

    It's completely free. The server software like Paper, Tuinity, Airplane, and Purpur are completely free and open source. There are tons of them out there, and most remain as open source projects. Excluding the hardware and electricity required to run it, the servers are completely free to host.
