The second option is fholger's OpenVR_FSR mod which will reduce your native render resolution (configurable) and then use either AMD's FSR or Nvidia's NIS to upscale the resulting image. I've found that it's cheap foveated rendering implementation can help too, even if you're keeping your render resolution at or near 100%. It can do a lot more than just upscaling.
