I think you'd be a lot better off just playing on the modern versions, as without launchers + various plugins (and even with them tbh) the older versions have various compatibility problems with modern OSes. If you're really dead-set on playing 1.16.1, then the easiest way to get a fake LAN environment at this point is probably to get everyone to set up Tailscale (you can make an org for your family to join, or you can share your machines to each other individually). PvPGN is doable but is far more of a pain than it is worth just to have a few people be able to connect to each other.
