Yeah, it can definitely be a lot to take in at once. There are instructions for installing on various NASs on Tautulli's Wiki, which should help. I'd also start with the existing limiterr script, even if it doesn't do exactly what you want. That way you can at least get familiar with custom scripts and command line parameters without having to write any actual Python yourself.
If you have a Plex Pass (required to kill streams), you could use Tautulli's custom scripts feature to limit playback with limitter.py. I don't know if it can follow your exact scenarios, but it offers similar functionality. If you're familiar with Python/programming you could probably tweak the script to do what you want.
