If it's an older generation i7 (like gen 3), then hardware transcoding with your CPU will be limited, as it doesn't support some newer codecs like H.265, and the quality is also pretty poor. While you can't quickly check the video codecs of all your media in Plex, Tautulli has a media view that can be sorted by codec (this screenshot focuses on audio, but video codec is another column that can be sorted: https://i.imgur.com/3cktZMw.png).

You can navigate to an item in Plex and it will tell you what the audio is (2.0/stereo, 5.1 surround, 7.1 surround, etc). You could also install Tautulli, which has a 'Media Info' view that allows you to sort your library by number of audio channels, which can quickly tell you how many movies you have with surround sound: https://i.imgur.com/3cktZMw.png. It also has an export feature that you could use to export all your media info to a CSV to import into Excel and do your own analysis.

What specific plugins are you trying to install? They've been deprecated for almost 4 years now, and many no longer work, or if they do, it's with extremely reduced functionality. Pretty much the only ones that still work as initially intended are third-party metadata agents, though I don't have any experience installing them on a Shield so don't know if there are any extra hoops you need to jump through. For most things, you're better off looking into standalone programs that interact with Plex's web API (e.g. Tautulli, which is great for monitoring your server).

List movie files with surround sound
One option would be to use Tautulli's export feature to get a CSV of your movies, which can be configured to include audio channel information, then throw that in Excel (Online)/LibreOffice/Google sheets to filter to movies that have 6 channel/5.1 audio.
