Not as lightweight as running a one-liner in the commandline, but Tautulli has an export feature that lets you export library information with adjustable levels of detail to CSV/JSON/XML (guide here).

Check the Plex dashboard (or Tautulli) to see what's transcoding. Even if your TV supports 4K HDR, subtitles can also force the video to transcode instead of direct play. Namely, the video have to transcode if you use image-based subtitles (VOSUB/PGS). And if audio is transcoding, any sort of subtitles will also cause transcoding for the LG app. To look into why things are transcoding, you can look at the server logs. Some high-level instructions are in the second paragraph of this comment.

If Tautulli or the Plex Dashboard's Now Playing section says the audio is transcoding, you may have to manually enable whatever codec is being used (Settings > Device Preferences > Display & Sound > Advanced sound settings > Available formats). I'd also disable any extra audio settings (Dolby audio processing/stereo upmix).

For the movies that buffer, does the Plex dashboard (or Tautulli) say they're direct playing?

Things like Plex Dashboard (by expanding the 'Now Playing' section) or Tautulli can tell you whether something's being transcoded, but not necessarily why. For that, your best bet is probably to look at the server logs, which should give you information about the transcode decisions the server makes. You may have to first enable debug logging in Settings > General > Enable Plex Media Server debug logging (it's only visible if 'Show Advanced' is also selected). From there, you can attempt to play your media, then open the server log and look for lines that contain MDE. For example, you might see something like
