I have to model this in 3d. I have no idea how to approach it. It has too many curves and is difficult to measure

What I have done in the past is use COLMAP (https://github.com/colmap/colmap) to generate a 3D point cloud that is then meshed in MeshLab. There are a lot of nuisances like the surface can't be reflective. Anyway, after meshing, the scan can be used as a reference for doing the surfacing.

Then get the great Meshroom software. There are very good tutorials. You'll need to take a lot of pictures at different orientations, especially to get the concavities. But it is very do-able. A turntable or lazy susan is key because then you can keep the camera on a tripod and just have to do elevations at each rotation angle.
