Accessing a web version of transmission in docker works well for me. I used it via https://github.com/haugene/docker-transmission-openvpn though that will be much more complicated if you don't care about VPN.

Try to run on your pc the version 3.0, if it works you can install a web version through Docker. If it still doesn't work with it, try Aria it's like an "open source download station" ( https://github.com/mayswind/AriaNg ).
