For games on dxvk you can use dxgi.syncInterval or d3d9.presentInterval from https://github.com/doitsujin/dxvk/blob/master/dxvk.conf
Sorry, earlier I recommended mangohud, when in reality you should probably just use gamescope, it is the micro-compositor the steam deck uses to run games, anything it does with framerate limiting would be done through gamescope configuration, and you can do it on a game by game basis.
