The number of mentions indicates the total number of mentions that we've tracked plus the number of user suggested alternatives.
Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

A good after-effects alternative to animate SVGs?
VPaint maybe? I'm not at all familiar with after-effects so I don't know if this is anything like it. Also not sure if it will be of any assistance as it is beta and distributed for research purposes. From the Readme:
- VGC Illustration: a vector graphics editor where paths can share common borders and be intuitively sculpted

I'm an indie dev and I've built a vector graphics tool where your paths/shapes can have shared edges — Now on Kickstarter!
Yes, it is open source, under the Apache 2.0 License. The source code for the prototype VPaint is here: https://github.com/dalboris/vpaint and the source code for VGC Illustration is here: https://github.com/vgc/vgc

You can test the prototype here: https://www.vpaint.org/, don't hesitate to give feedback on the github https://github.com/dalboris/vpaint :) Also note that I just launched the Kickstarter campaign, in case you are interested: https://www.kickstarter.com/projects/vgcsoftware/vgc-illustration-the-drawing-app-of-the-future

Is OpenToonz suitable for Vector Animation / AE replacement?
I understand the program is there and you can use it. I make animations for games, for characters for now spine2D, but for effects drawn frame by frame, krita, opentoonz and enve2D (this is the one that convinced me the most for that purpose for its keyframes system, you can draw a line that redraw in each frame, and at the same time modify size, rot, position and shear). I see a future in Enve 2D for motion graphics, I have used it a little bit for some frame to frame effects. https://github.com/MaurycyLiebner/enve/network last updated on September 25 GLSL filters for enve 2D last update, 9hs ago (this makes me think that there are programmers who trust the program or already see it as a possible professional use). https://github.com/axiomgraph/enve-plugins My recommendation is to try both, and see, it is very common to use one program for one thing, and then re-import the result in another to improve it. As they say above with Natron you can do amazing things, although in character issues it is a bit weak.

We made a free & open-source app for 2D motion graphics and vector animations. It's still an early version, but you can try it. Expressive Animator
Nice! Another interesting project to look into is enve: https://github.com/MaurycyLiebner/enve. There is also synfig: https://www.synfig.org/ and OpenToonz https://opentoonz.github.io/
What are some alternatives?
