I understand the program is there and you can use it. I make animations for games, for characters for now spine2D, but for effects drawn frame by frame, krita, opentoonz and enve2D (this is the one that convinced me the most for that purpose for its keyframes system, you can draw a line that redraw in each frame, and at the same time modify size, rot, position and shear). As they say above with Natron you can do amazing things, although in character issues it is a bit weak.
