DroneBridge
DroneBridge is a system based on the WifiBroadcast approach. A bidirectional digital radio link between two endpoints is established using standard WiFi hardware and a custom protocol. DroneBridge is probably the easiest/cheapest solution you're going to come across. It uses a pi + specific WiFi adapters to create datalink more capable than just regular WiFi.

Daemon Relay Build Advice
I would try to make something up of ESP32 LoRa boards. They can do amazing long ranges and are super cheap. Also support p2p networks so you can place transmitters anywhere. Using LoraWAN and DroneBridge would work I guess but I don't know about the latency
