It drives UWP XAML (it even uses WinUI 2: https://microsoft.github.io/react-native-windows/docs/customizing-sdk-versions), and you can directly declare UWP XAML controls in your JS code instead of using the cross-platform control abstractions by using https://github.com/microsoft/react-native-xaml. I'm not sure how more UWP you want.
