Non tinkerer answer: no Otherwise: Maybe, specially if you are a programmer, take a look at this project https://github.com/determ1ne/OmenHubLight (it supposedly supports four zones rgb and fan control), or this one https://github.com/alou-S/omen-fan which is for linux, but should give you an idea of what has to be done and maybe port it to windows using ec-probe utility from https://github.com/hirschmann/nbfc, and last but not least the hp-wmi linux driver https://github.com/torvalds/linux/blob/master/drivers/platform/x86/hp/hp-wmi.c which has some of the gaming hub features ported.

I know this isn't generally a place for memes but it really really fits :)
As a person that still uses Linux on my laptop (its an old gaming laptop I use as a server) I know your pain about fan control, on windows you have many functional fancontrol software but on Linux it's crickets I did find this utility that worked for my laptop but it took over 3 hours for me to figure out how it worked and properly configure it for my specific gaming laptop

There are hacky ways like NBFC here: https://github.com/hirschmann/nbfc This tool works by writing embedded controller registers directly. This can work for some laptops but has its own danger to it.

How can I change my fan speed on my TUF gaming , I tried Amoury Crate but it didn’t work?
You have access to the fan curves only thru Armoury Crate's manual mode . I haven't personally tried this but there was an app called "notebook fan control", it might be helpful . I used to run it on my GL502VY laptop back in the day where it was kinda impossible to change the fan speeds. You can find it on github

The minimum viable fan control script
How silent are you talking? Silent under load is hard, but quiet under load and silent on idle is possible without a passively cooled build. A good cooler for the processor + slow running case fans + a silent psu (like BitFenix Formula, Corsair RM, ...) + a noise isolating case against coil whine would be the be the foundation for that. I use an old Corsair H90 to cool my i5-5675C, AIO is on the front, my case has one good case fan at the back. Note that the H90 is only quiet when pump speed gets also reduced. With that setup, the noise under load is completely defined by the gpu (a soon to be exchanged RX 570) and the noise of the system on idle vanishes with the ambient noise.
However, the setup I describe above was loud until I got around to control the fan speeds properly. Turned out the MSI BIOS fanspeed control did not work properly. On top of high minimal speed settings (like 50% for the case fan) it ignored my settings and ran the fans higher than I wanted. That made the system rather load on idle. The solution was to control fanspeed with fan2go: https://github.com/markusressel/fan2go (plus radeon-profile controls the speed of the gpu, making it silent on idle as well.)
Fan2go is not only nice to use, it also solves the issue the article's author will run into in the future: Those hwmon paths are not stable anymore. It's possible they will work on his hardware if there is only one (or none, as in the thinkpad example using a different system), but otherwise the script will stop working with new kernels after reboots.

fancontrol-gui - GUI for Fancontrol. It uses the KAuth module of the KDE Frameworks 5 to write the generated config file. Furthermore it communicates with systemd via dbus to control the fancontrol service. If you want to compile without systemd support set the -DNO_SYSTEMD option.
