Is there a linux alternative to materialze?
Looks similar to Material Maker that works on Linux. https://github.com/RodZill4/material-maker

Is it viable to use Godot to develop a Tool?
Material Maker for example, it's shader-based and I think it makes sense to use Godot. I also made shader-making tool, it's meant for games and if I use Godot that should make it integrate well.

3D Asset Pipeline for Godot?
Procedural materials are either created in the Game engine directly, or with Tools like Adobe Substance Designer or Material Maker (free and open source, made with Godot). Material Maker exports directly to the Godot ready format .tres. Check out u/Arnklit youtube channel for a short playlist on Material Maker. If texture painting in Blender is too cumbersome for you, most game artists probably would use Adobes Substance Painter for texture painting. ArmorPaint is a Substance Painter alternative you can built yourself from source if you want to use it for free.

Hello! I want to contribute to an open source tool project for Godot. Which one would you recommend?
Standalone applications: MaterialMaker, Pixelorama, Lorien (disclaimer: i'm the author)

So many times...
There is https://github.com/RodZill4/material-maker which uses it for GUI so why not?

Can't get emission to work
You can get a fixed build here (you'll have to be logged in on Github): https://github.com/RodZill4/material-maker/actions/runs/756532188

Is making this type of software feasible in Godot? (complex non game development)

I tried to make an improved tiler (thanks to u/RodZill4 for patience and help).
Like Scale X and Scale Y in your case, some parameters could be transformed into inputs "out of the box" by Material Maker per user request. I made a proposal to to this https://github.com/RodZill4/material-maker/issues/178

Improved Normal from Depth
Every single shader on my repository https://github.com/danilw/godot-utils-and-other has link to external resource where I took code from, if I use external code. Also I use only MIT and/or CC0 shaders there.

First play around with Godot shaders, used mainly for animation sequences in our Tiny Football game. Added this effect to kick off, goals, yellow/red cards and highlights sequences. Would appreciate any feedback, enhancement suggestions. Thanks
https://github.com/danilw/godot-utils-and-other look for "3D Mirror in Mirror and postprocessing example" in the description (Godot project in zip file, look download) (also there web-demo)

How do i make a day/night cycle?
Check out this repo. "Dynamic Sky and Reflections" and "Portals Panorama" have advanced mechanics for it.

Winter is really starting to look like winter :D
Hehe yeah. Just yesterday I found a trick in https://github.com/danilw/godot-utils-and-other where I do not need to regenerate secondary environment maps every few frames (radiance/irradiance...) and I think I should be able to interpolate a lot of stuff. This does not solve the issue with the 12ms delay, but it just occurs every ten seconds or so. I hope in 4.0 there are possibilities to calculate all maps in a worker thread on the side and when it is done to simply push it to the environment lighting. I need to see what the possibilities currently are on 4.0.
