Yes, non-rust dependencies can be a pain. We addressed this issue in three ways: 1. Sometimes, it just works™ if the crate has a copy of the C code and uses the cc crate to compile it. It's usually slow to compile C in a build script, but it works. 2. Sometimes, we write a custom BUILD script for direct dependencies and link external libraries by hand. Example: lmdb and lmdb-sys. 3. If all of the above is not an option or is too much work, we add a native library to the Docker container that runs our builds.

Why no popularity ?
One thing that sticks out to me is that, while their code is open source, it has a restrictive license, the Apache License: https://github.com/dfinity/ic/blob/master/LICENSE - most open source projects opt for the MIT License.

There aren't that many uses for blockchains
There are good use-cases, but to much focus on cryptocurrencies. Frameworks are not well designed to be used in other use-cases. Best that I have found that doesn't forces you to a specific architecture is Tendermint, but is not even close to state-of-the-art performance and scalability. Everything else is designed around cryptocurrency and smart contracts.

Introduction To Cosmos Network And Cosmos Hub
BFT is an algorithm that ensures that the whole network works well even if a few members are acting fraudulently. As long as these fraudulent members are less than 33% of those who have voting power, the network will work fine. Those with voting power are those with something at stake. Cosmos uses a type of BFT consensus engine known as Tendermint. Cosmos uses Tendermint because it provides the best support for building POS blockchains.
