ES, specifically OpenAI's ES (and to an extent CMA-ES). This has been shown to be very competitive with modern state of the art RL algorithms. A huge benefit of it is that it's incredibly easy to implement (I'm gonna shamelessly plug my implementation if you want to see the inner workings)

ES-HYPER-NEAT does sound really interesting, but I'm facing this problem with the library: https://github.com/ukuleleplayer/pureples/issues/10. I'm passing 20 inputs but it's receiving only 5. I'm trying to go through the library files to see if I can identify the issue but had no lunch so far.
