Rclone syncs your files to cloud storage
Sadly, it’s not configurable. It’s just an inherent limitation of the API (1). Takeout is the best alternative, but for something more realtime you can use tools (2) that wrap the browser UI which also exports full quality.

Looking for a Google Photos alternative with native app / Google Photos backup
I've seen LibrePhotos mentioned here (https://www.reddit.com/r/selfhosted/comments/npoxm4/librephotos_a_fork_of_ownphotos_with_video_support/) and think that this + GooglePhotos backup script (e.g. https://github.com/JakeWharton/docker-gphotos-sync) could do the trick.

Change in the Moments folder from docker image are not taken into account by Moments

What I Use Now Instead of Google
Also, see Jake Wharton's Docker GPhotos Sync [0] for a containerized version of this tool. Unfortunately, this method seems to be the easiest way to automate a backup at full quality.

I vote for Rclone. https://rclone.org/ It is free, supports most storage protocols, and allows scripting. Using it you can upload anything anywhere, thus you can use it to back up data to B2 or any other cloud. If you need GUI, you can find some at GitHub. https://github.com/rclone/rclone-webui-react
