Playing sounds over Discord, is it possible?
For background sounds, ambient music, cave sounds and battle music I've been using Discord Audio Pipe with Virtual Audio Cable and VLC for the past 2 years. It has worked so well I haven't even looked into any options. https://github.com/QiCuiHub/discord-audio-pipe

Discord play with Foundry
If you want to use sounds on your PC and prefer to use Discord, there is a software/bot called Discord Audio Pipe. There are a few Youtube videos explaining how to set it up as well, and it works well in my tests. I think it'll work better on a boosted Discord server, to improve the quality. I hope that helps!

There also is a syrinscape module but it only controls the sounds-- it does not stream the audio so players (and gm) still need to connect to the syrinscape session https://github.com/frondeus/fvtt-syrin-control
