Best / most practical way to cap CPU frequency?
I use cpupower-gui for this, and installing the .deb on their releases page works flawlessly. In my experience, it does a pretty good job at improving battery life, even on modern systems.

You can also use cpupower-gui to park cores, although Phawx mentioned he used some other tool. In this tool, you just need to uncheck the cpu you need to turn off.

Also I would recommend using cpupower-gui if your frequencies are too high. This tool lets you do frequency scaling and lets you select a governor in a gui.

Also, you can use the Ryzen Controller software to completely limit the temperature of the CPU. It lowers the performance of the CPU but also lowers the power consumption. Because there is dedicated graphics, for just general tasks like web browsing you can even limit it to 50 degrees and it will not go above that no matter what you do. It makes the PC slower for more intensive tasks so of course you'd want to raise the temperature limit setting when you want to do heavier work. The nice thing is that this method does not create additional noise, it simply lowers the performance of the CPU.

Ryzen controller got your back. Newest version might not work with your CPU, old one will. The trick here is to limit your iGPU clocks to the lowest possible for everyday usage and let your system decide in gaming. You can also set throttle temp for processor to avoid throttling.
